<br />City Council Regular Meeting -12/19/05 <br />DRAFT Minutes - Page 14 <br /> <br />Public Works traffic simulation model ($25,000). <br /> <br />Mayor Klausing spoke in opposition to the motion; opining <br />that previous discussion indicated an overall savings for the <br />City by performing in-house traffic studies. <br /> <br />Councilmember Schroeder discussed a city-wide model <br />that could be developed with developers paying for <br />implementation. <br /> <br />Public Works Director Schwartz noted that the proposal by <br />staff was the seed money to perform what Councilmember <br />Schroeder was referencing; with development activity <br />contributing to the initial base; and would allow analyses of <br />aggregate impacts of development projects. Mr. Schwartz <br />noted that it was the intent of the Planning Commission and <br />staff to use funds from Twin Lakes redevelopment <br />administration fees, to be used as part of the Twin Lakes <br />mitigation. <br /> <br />Councilmember Ihlan concurred that the City needed to <br />move forward; but also concurred with Councilmember <br />Schroeder that developers should pay for such a program, <br />through Community Development Funds, fees or other <br />uses; with no levy impact. Councilmember Ihlan opined <br />that while she didn't want to vote out of the 2006 budget, <br />she would look for action immediately in 2006 that would <br />locate other funding sources, other than reserves. <br /> <br />Roll Call <br />Ayes: Kough and Schroeder. <br />Nays: Maschka; Ihlan and Klausing. <br />Motion failed. <br /> <br />Councilmember Kough noted his intent for future <br />discussion the use of Police Department vehicles for home <br />use, except in case of an emergency. Councilmember <br />Kough also requested future discussion of use by staff of <br />city vehicles, rather than use of their personal vehicles and <br />subsequent reimbursement for mileage costs. <br />
