Councilmember Schroeder further opined that it was the City Council's job to approve staffs suggestion. Councilmember Ihlan defended her interpretation of the City Council's role in creating or eliminating positions; and expressed disappointment that the motion was apparently going to be voted down; and opined that a significant policy discussion was needed. Councilmember Kough expressed support of the HRA and Ms. Bennett's work; but spoke in support of the motion to allow time for evaluation. Councilmember Maschka spoke in OpposItIOn to the motion, noting that the City Manager, in his appropriate role, had already performed an evaluation of the position and had provided a recommendation for potential improvement and cost-savings. Roll Call Ayes: Maschka; Schroeder and Klausing. Nays: Kough and Ihlan. Motion failed. 6.b Approve 2006 HRA Tax Levy Maschka moved, Schroeder seconded, adoption of Resolution No. 10366 entitled, "A Resolution Submitting the Housing and Redevelopment Authority, in and for the City of Roseville, Special Property Tax Levy on Real Estate, to the Ramsey County Auditor for the Fiscal Year of2006;" in the amount of$288,895.00. Ihlan moved to reduce the proposed HRA Levy to the funding level that existed prior to creation of the HRA; essentially for provision of funding for participation in the Housing Resource Center; and whatever additional monies are necessary to continue the annual Home and Garden Resolution 10366 2006 HRA Tax Levy
