<br />City Council Regular Meeting - 12/19/05 <br />DRAFT Minutes - Page 19 <br /> <br />Fair. <br />Motion failed for lack of a second. <br /> <br />Councilmember Ihlan opined that the HRA Levy continued <br />to spiral higher and higher; and that she would be pursuing <br />a proposal in 2006 to take the HRA monies back under the <br />City Council control, with the City Council serving as the <br />HRA; and the HRA returning to an advisory board <br />capacity, in an effort to control expenditures of the HRA. <br /> <br />Ihlan moved, that the HRA Levy be amended to remove the <br />Rental Licensing Plan funding. <br />Motion failed for lack of a second. <br /> <br />Councilmember Schroeder spoke in support of the current <br />HRA; their work and successes to-date; and attempted to <br />put the amount of the increase into perspective for the <br />average household. <br /> <br />Councilmember Kough opined that the money put in the <br />HRA wasn't money lost, but money invested; the low- <br />interest loans offered through the Housing Resource <br />Center; and the overall good work of the HRA. <br /> <br />Councilmember Ihlan reiterated her concerns that the tax <br />levy increase, with the HRA levy, represented an additional <br />1.3%; and was funding programs that hadn't even been <br />approved (Rental Licensing Program); and opined that the <br />City Council needed to provide additional oversight. <br /> <br />Roll Call <br />Ayes: Kough; Maschka; Schroeder and Klausing. <br />Nays: Ihlan. <br /> <br />Fee Resolution Fee Resolution <br />At the advice of City Attorney Squires related to notice <br />requirements for changes in proposed fee schedules; City <br />Manager Beets recommended that a Public Hearing be <br />scheduled for the proposed revisions to the 2006 Fee <br />Schedule related specifically to consulting fees. <br />
