<br />City Council Regular Meeting - 12/19/05 <br />DRAFT Minutes - Page 6 <br /> <br />Councilmember Ihlan noted that she would be voting "no" <br />for their payment, for those reasons continually stated and <br />lack of proof of reimbursement by the developer. <br /> <br />Councilmember Kough expressed similar concerns, but <br />opined his confidence that the developer would reimburse <br />the City. <br /> <br />Maschka moved, Kough seconded, approval of the <br />payment of $5,821.56 (Checks #41998 and 42000) of <br />reimbursable expenses to the City of Roseville from <br />Rottlund Homes. <br /> <br />Roll Call <br />Ayes: Kough; Maschka and Klausing. <br />Nays: Ihlan. <br /> <br />4.b <br /> <br />Set a Public Hearing on a Revised Rental Licensing <br />Code for January 30, 2006 (former Consent Item 3.h) <br />Mayor Klausing sought Council consensus as to whether to <br />hold the Public Hearing at the City Council level, or at the <br />Housing & Redevelopment Authority (HRA) level. <br /> <br />Councilmember Ihlan opined her desire to provide the <br />public another opportunity for comment before the City <br />Council, rather than deferring to the HRA. <br /> <br />Mayor Klausing noted the number of opportumtIes <br />provided to-date for public comment; and that, if there <br />were new or additional comments the Council needed to <br />hear, they be provided at any level available. <br /> <br />Councilmembers Maschka and Kough opined their desire <br />to hold the hearings at the HRA level to continue their <br />involvement in the process; and to further enhance <br />incentives for rental unit owners, rather than punitive <br />responses. <br /> <br />Klausing moved, Maschka seconded, defening scheduling <br />a Public Hearing at the HRA level at their earliest <br />convenience, to consider the adoption of a new City Code, <br />Section 907 (Residential Rental Licensing and Inspection <br /> <br />Set Public Hearing <br />Revised Rental <br />Licensing Code <br />
