City Council Study Session - 01/23/06 Minutes - Page 10 come back to the City Council for further direction, prior to consistent enforcement by staff. 2.a.2 Interconnect Project Linking the St. Paul Regional Water Utility with the City of Minneapolis Water Utility City Manager Beets and Public Works Director Duane Schwartz sought to update the City Council on the decades-long discussion and consideration by the Cities of Minneapolis and St. Paul for building a physical connection between their two water systems and implications to the City of Roseville due to its location. Mr. Schwartz reviewed the rationale for interconnection; possible rout through Roseville of the interconnection pipe( s); possible impact on Reservoir Woods; and potential financial impact on Roseville residents if the proj ect were to go forward. Mr. Schwartz summarized information provided at a recent St. Paul Regional Water Service (SPRWS) meeting with Ramsey County customers related to the Interconnection Project and attended by Mr. Schwartz, Finance Director Miller and City Manager Beets. Mr. Schwartz reviewed the status of the proposed project; state appropriation request to initiate the planning for the project; and Governor Pawlenty's recent announcement that he was not seeking funding in the 2006 bonding bill. Mr. Schwartz noted the federal support of the Environmental Protection Agency; Department of Homeland Security; and the Governor's Clean Water Cabinet priorities. Discussion included logistics; water supply sources; excess capacities and goals; ramifications to the City with current reconstruction of Roselawn Avenue; pipe location and valving within the community; and water quality of the individual systems.
