<br />City Council Study Session - 01/23/06 <br />Minutes - Page 10 <br /> <br />come back to the City Council for further direction, prior to <br />consistent enforcement by staff. <br /> <br />2.a.2 <br /> <br />Interconnect Project Linking the St. Paul Regional <br />Water Utility with the City of Minneapolis Water <br />Utility <br />City Manager Beets and Public Works Director <br />Duane Schwartz sought to update the City Council on <br />the decades-long discussion and consideration by the <br />Cities of Minneapolis and St. Paul for building a <br />physical connection between their two water systems <br />and implications to the City of Roseville due to its <br />location. <br /> <br />Mr. Schwartz reviewed the rationale for <br />interconnection; possible rout through Roseville of <br />the interconnection pipe( s); possible impact on <br />Reservoir Woods; and potential financial impact on <br />Roseville residents if the proj ect were to go forward. <br />Mr. Schwartz summarized information provided at a <br />recent St. Paul Regional Water Service (SPRWS) <br />meeting with Ramsey County customers related to the <br />Interconnection Project and attended by Mr. <br />Schwartz, Finance Director Miller and City Manager <br />Beets. Mr. Schwartz reviewed the status of the <br />proposed project; state appropriation request to <br />initiate the planning for the project; and Governor <br />Pawlenty's recent announcement that he was not <br />seeking funding in the 2006 bonding bill. Mr. <br />Schwartz noted the federal support of the <br />Environmental Protection Agency; Department of <br />Homeland Security; and the Governor's Clean Water <br />Cabinet priorities. <br /> <br />Discussion included logistics; water supply sources; <br />excess capacities and goals; ramifications to the City <br />with current reconstruction of Roselawn Avenue; pipe <br />location and valving within the community; and water <br />quality of the individual systems. <br /> <br />City Manager Beets noted that staff s resolve would <br /> <br />Interconnect <br />Project Linking the <br />St. Paul Regional <br />Water Utility with <br />City of Minneapolis <br />Water Utility <br />
