<br />City Council Study Session - 01/23/06 <br />Minutes - Page 13 <br /> <br />Qwest worked in a City right-of-way, adjustments might <br />want to be made to City Code, applying permit restrictions to <br />avoid installation of fiber optic cabling, rather than simply <br />telephone cabling. <br /> <br />3. Fire Relief Association Presentation Regarding Pension Fire Relief <br />Program Association <br />No discussion at this time. <br /> <br />4. Discuss Comprehensive Plan Process (PF 3692) <br />Community Development Director Dennis Welsch <br />Community Development Director Welsch introduced Planning <br />Commission Vice Chair Mary Bakeman, and both provided <br />background on the proposed upcoming Comprehensive Plan <br />revisions. Mr. Welsch noted that goal setting and planning were <br />an integral part of each city's responsibility; and that by 2008, all <br />communities in the metropolitan areas were to submit an up-to- <br />date Comprehensive Plan to the Metropolitan Council for review <br />and approval. Mr. Welsch and Ms. Bakeman sought City Council <br />direction on how to prepare a participation plan and who to <br />involve in the process. <br /> <br />Planning Commission Vice Chair Mary Bakeman <br />Ms. Bakeman noted that she was a strong proponent of public <br />participation; and recognized the interest of citizens in the <br />previous process, Vista 2000, its promotion and results. Ms. <br />Bakeman further noted, however, the time required for an <br />intensive public process, and the need for immediate action to <br />initiate that process. Ms. Bakeman sought Council direction if a <br />community process were preferred and noted that the process <br />could take from 1-2 years to complete. <br /> <br />Three alternatives were presented to the City Council for their <br />review and recommendations. <br />1) Alternative 1: Citizen involvement (through Commissions, <br />Boards and staft) and visioning to identify major <br />community issues in the next ten years; and determination <br />of what direction the community should take. <br />2) Alternative 2: No comprehensive planning undertaken by <br />the Commissions and Boards this year, pending the <br />outcome of the Council's visioning, team building and goal <br /> <br />Discuss <br />Comprehensive <br />Plan Process <br />(PF 3692) <br />
