<br />City Council Study Session - 01/23/06 <br />Minutes - Page 14 <br /> <br />setting and other Council-initiated studies; with the city- <br />wide land use and infrastructure planning process beginning <br />in late 2006 and ending by December of 2007. <br />3) Alternative 3: Council disconnect of the Council- <br />Community visioning and goal setting from the land use, <br />parks, housing and infrastructure planning processes; <br />directing the Planning Commission and staff to submit <br />answers to the Metropolitan Council System Statement <br />document with the existing Comprehensive Plan. <br /> <br />A prospective timetable under Alternative 1, staff and Planning <br />Commission recommendation, was provided outlining various <br />components, public participation, projected work plan and <br />timeframe. <br /> <br />Councilmember Maschka noted the previous process, the time <br />required, and exhaustive research and time commitments by those <br />involved participants. <br /> <br />Councilmember Kough spoke in support of the Comprehensive <br />Plan and needed update; but spoke against hiring of outside <br />consultants without prior City Council authority. <br /> <br />Councilmember Pust opined that, given different subject areas, <br />there was not enough staff and/or Planning Commissioners to <br />provide the needed commitments without outside assistance and <br />facilitation. <br /> <br />Councilmember Maschka noted that outside facilitation was used <br />during the previous process for Vista 2000, Mr. Carl Neu. <br /> <br />Councilmember Pust further opined that, while she wasn't <br />interested in "wasting one dime" of public monies, this was an <br />investment in the community and needed to be done and to be <br />done well. Councilmember Pust noted that staff already had a <br />huge role to play; and they didn't have time for the additional <br />requirements of this comprehensive study without outside <br />assistance. Councilmember Pust expressed strong support for <br />moving forward with this model as quickly as possible, without <br />waiting for the City Council's goal setting, allowing for input to <br />the structure at a later date. <br />
