City Council Study Session - 01/23/06
Minutes - Page 17

Councilmember Kough's concerns about repetItive issues, as
many items remained ongoing issues, but further opining that there
were additional concerns to be considered as well.

City Manager Beets advised Councilmembers that staff anticipated
results of those proposals received, and names for potential
consultants, including those suggested by Councilmembers, for
Council consideration; and whether the Council would be working
on its own internal dynamics, or community dynamics as well.

It was the Council consensus that the Comprehensive Plan process
be done in conjunction with the community visioning process.

Mayor Klausing and Councilmembers heard public comment
regarding this issue at this time.

Dan Roe, 2100 Avon Street N
Mr. Roe opined that an outside consultant needed City Council
input for a broad idea of what should be included in that process
and what the City Council wanted to have accomplished. Mr. Roe
suggested the following process: 1) figure out the City Council's
broad picture and preferred outcome of the visioning process; not
specific decisions, but areas of focus and how to accomplish them
in broad terms; 2) then the consultant may have recommendations,
a proposed plan or process; and 3) Board and Commission
involvement in the initial process and a product with plans of how
to go forward. Mr. Roe suggested that the Commissions, on their
respective February agendas, talk about those issues of community
visioning for consultant recommendations for the final proj ect,
thus ensuring an early role for commissioners.

Recognition of Journalism Students
Mayor Klausing recognized five journalism students from
Northwestern College and welcomed them to the meeting, and
wished them success in their future endeavors and careers.

5. Discuss Notification Policies for Land Use Hearings
Community Development Director Welsch provided a background
on staff process in noticing public hearings on land use issues,
advising that staff provided mailed and published notice in
accordance with State Statute, Chapter 462.357, Subd. 3, in

Notification
Policies for Land
Use Hearings
