<br />City Council Study Session - 01/23/06 <br />Minutes - Page 16 <br /> <br />Mayor Klausing interpreted Councilmember Kough's preference, <br />as confirmed by Councilmember Kough, that he would prefer the <br />City Council's goal setting process prior to hiring a consultant. <br /> <br />Councilmember Pust didn't concur with Councilmember Ihlan's <br />apparent preference for the Council completing their internal <br />teamwork first, but expressed her personal preference for getting <br />out into the community as soon as possible, with a structured <br />process to hold the City Council and staff accountable to <br />accomplishing the work expected by Roseville citizens. <br /> <br />Mayor Klausing concurred with Councilmember Maschka, that <br />there was the need for a hand to guide the process to provide a <br />strong sense of purpose and keep the process focused. <br /> <br />Mayor Klausing asked staff and Ms. Bakeman what they would <br />envision as the next steps if the City Council said, "yes" to the <br />visioning process at the same time the City Council would be <br />doing their own goals setting and visioning internally. <br /> <br />Mr. Welsch addressed an apparent misconception, clarifying that <br />the Planning Commission had always pointed to the City Council <br />for the community's vision; and that consideration needed to be <br />given to much broader issues than the Comprehensive Plan update <br />(i.e., financial direction and governance issues). Mr. Welsch noted <br />that administrative staff was currently compiling Requests for <br />Proposals (RFP' s) to assist the City Council in determining how <br />best to accomplish their internal goal setting process. Mr. Welsch <br />noted that the Planning Commission and staff had envisioned a <br />four month internal visioning process, then moving into the <br />Comprehensive Planning process, to make the entire process more <br />cohesive. <br /> <br />Councilmember Pust suggested that the first step be a joint <br />meeting of the Planning Commission and City Council to <br />determine what should be on the agenda; and concurred with staff, <br />from her former service on the City's Planning Commission, that <br />Commissioners were always respectful of the City Council's <br />authority and governance and their own role in the process. <br />Councilmember Pust acknowledged the Planning Commission's <br />expertise regarding land use issues; and recognized <br />
