<br />City Council Study Session - 01/23/06 <br />Minutes - Page 21 <br /> <br />authority than currently exists. <br /> <br />Further review of the public hearing comments and questions and <br />staff responses from November 28, 2005; and a staff comparison <br />of the IPMC Code and existing Roseville City Code was <br />provided. <br /> <br />Mayor Klausing noted that staff was scheduled to come back <br />before the City Council on January 30, 2006 for consideration. <br />Mayor Klausing noted Councilmember Ihlan's recommendation <br />that the issue be returned to the Housing and Redevelopment <br />Authority (HRA) for further refinement. <br /> <br />7. Discuss Placement of Stop Signs and No Parking Signs <br />Councilmember Kough reiterated his concerns in staff having <br />authority to install signage without prior City Council approval, <br />using the recent N orthwestem College student parking problems <br />along the East Snelling Avenue frontage road and ensuing <br />ramifications, in addition to Lydia Avenue parking issues. <br />Councilmember Kough opined that recipients of parking tickets <br />shouldn't be obligated to pay them if the City Council didn't <br />authorize the "No Parking" signage and questioned the City's <br />liability. <br /> <br />Councilmember Kough further addressed a sign he'd recently <br />encountered in the City stating, "Don't park here if you've got <br />your car for sale," and questioned who had authorized such <br />slgnage. <br /> <br />City Attorney Anderson recommended, in accordance with staffs <br />Request for Council Action dated January 23, 2006, that staff and <br />the City Attorney be directed to draft an additional section in <br />Chapter 602 of the City Code entitled, "Traffic Safety <br />Committee," and outlined the intent for codification of Resolution <br />No. 6946 in this section, outlining responsibilities and authority of <br />the Traffic Safety Committee, in accordance with past practice. <br /> <br />Councilmember Maschka noted that this practice had been used <br />since 1980 and worked well. <br /> <br />Public Works Director Duane Schwartz reviewed past practices of <br /> <br />Placement of Stop <br />Signs and No <br />Parking Signs <br />
