<br />City Council Study Session - 01/23/06 <br />Minutes - Page 22 <br /> <br />determining the need for traffic control signage; state statue <br />designation of the City Council as the road authority; and stafP s <br />operation under Resolution 6946, dated April 28, 1980, delegating <br />investigation, study, implementation, installation, or other <br />corrective measures for all matters relating to vehicle traffic <br />conditions to the Traffic Safety Committee, consisting of the <br />Police Chief, Public Works director and City Manager. Mr. <br />Schwartz note that, when large neighborhoods were affected, or an <br />issue was brought to the attention of a number of residents, City <br />Council direction was sought. Mr. Schwartz noted that it was not <br />an option to install signage and then not enforce it; and staff was <br />working from their perceived City Council direction in placing the <br />temporary signage on the East Snelling Avenue service drive. Mr. <br />Schwartz noted that staff used the standards outlined in the <br />Manual on Uniform Traffic Control Devices for a guideline in <br />determining where signs are required, where they're optional and <br />make judgments based on safety, public requests using those <br />national standards, with slight variations as adopted by the State of <br />Minnesota. <br /> <br />Discussion ensued regarding placement of signage; unintended <br />consequences; delegation to staff for signage; and whether the <br />resolution should be codified as an additional section in Chapter <br />602 of City Code. <br /> <br />Councilmember Maschka opined that the City Council had <br />directed staff at a past meeting to install temporary "No Parking" <br />signs in the area identified. <br /> <br />Mayor Klausing directed staff to proceed with a Request for <br />Council Action for codification as outlined; continue to handle <br />signage as done in past practice; and opined that the Council <br />consensus was that the City Council previously authorized staff to <br />install temporary "No Parking" signs as discussed. <br /> <br />8.
