<br /> <br />Vista 2020 Statement <br /> <br />Mayor and Council members <br /> <br />Tonight I speak to you on behalf of the Roseville Citizens League (RCL), a <br />non-partisan, non-profit civic organization with over one hundred members <br />organized under the provisions of IRS 501 (c)(4). <br /> <br />The RCL believes that the success and vitality of Roseville can be directly <br />traced to successful long range planning. The parks and recreational <br />facilities that we enjoy, the streets, roads, and highways that we travel, the <br />financial reserves that shelter taxpayers from the ups and downs of state <br />support for local government, and the schools that teach our children did <br />not grow to meet the needs of our community by happenstance. Instead <br />the success and vitality of Roseville have been planned and the plans were <br />followed to achieve the desired outcome. <br /> <br />Tonight, on behalf of the Roseville Citizens League, I call on each of you to <br />provide your full support to the generation of a long-range plan reflecting <br />extensive citizen involvement. The long range planning process may be <br />called visioning or strategic planning, but I prefer to focus on the result <br />which might be appropriately named VISTA 2020, as it will certainly require <br />clear vision and should include planned developments in Roseville through <br />the year 2020. A VISTA 2020 plan must be our highest priority, more <br />important than the city check register, more important than the <br />maintenance schedule for city vehicles, and even more important than <br />further discussion of the first phase of the Twin Lakes development. <br /> <br />I understand that the Metropolitan Council will require an update of the <br />comprehensive plan for Roseville before 2008. Ideally, a City Council <br />approved VISTA 2020 plan would precede the update of the plan provided <br />to the Met Council. However, the VISTA 2020 process must include <br />extensive community input. The generation of a consensus view of the <br />future of our community will require considerable time and the best efforts <br />of many community leaders. <br /> <br />The proposed comprehensive plan revision process is probably appropriate <br />given the time constraints and available time staff resources, but this <br />should not prevent or delay the visioning (or Vista 2020) process.
