comprehensive plan revision, as proposed by Mr. Welch, will be drafted by
city staff and approved by the council with relatively little community input.
This is not a substitute for a VISTA 2020 plan. Ideally, the VISTA 202
process would have started last year, but let us focus on the future and
start now!

The membership of the Roseville Citizens League has anticipated the
opportunity to participate in the visioning process. Small groups of
members have begun discussion of transportation, budget, electrical
service, street assessment policy, pesticide use, and citywide wireless.
The RCL hopes to continue to welcome new members to participate in
these discussions, but the more formal and structured discussion required
for a VISTA 2020 process are also urgently needed. We anticipate that
there will continue to be many opportunities for all members of our
community to participate in an open and respectful discussion of our
shared future. The most important and productive discussions should be
part of the VISTA 2020 planning process.

A Vista 2020 plan is urgently needed and long range planning is clearly the
most important leadership activity for our community.

Douglas Root
Chairman, Roseville Citizens League
651-697-9183
