The IPMC will require costly updating to existing homes: <br /> <br />o With the amendments built into the adoption of this code, private homes do <br />not have to be updated to existing codes; they are exempt, as is now the case. <br /> <br />o The lPMC will require minor updating of SOlne rental properties such as <br />adding slnoke detectors (the inexpensive battery-type) and inexpensive ground <br />fault receptacles in celiain dangerous locations (not having these receptacles <br />causes 300 deaths per year in the USA). <br /> <br />. IPMC is not needed, we have codes in place already: <br /> <br />o Presently under the City Code staff has authority to address some exterior <br />building maintenance (roofmg, painting, etc.) but its wording is very vague <br />and its n1aintenance standards very basic. <br /> <br />o Under the State Building Code staff has authority to address issues that are <br />'Unsafe' or 'dangerous to hUlnm1Iife'. <br /> <br />o Those issues in between these two extremes cannot now be adequatel y <br />addressed, such as: <br /> <br />· We had a house on Oxford with a leaking roof where rain water had <br />gotten in. The insulation and sheetrock were falling from the ceiling, <br />wall sheetrock was moldy, carpet rotting, floors warped. We had no <br />authority to require the building be repaired (other than the shingles). <br /> <br />· We have numerous properties where the exterior is in disrepair. The <br />lPMC has better specifics for exterior Inaintenance, such as: <br /> <br />>- The lPMC states the exterior shall be free of rotting wood. <br />Under the City Code the rotted wood can sunply be painted (a <br />very comn10n issue with rental propeliies). <br /> <br />>- The lPMC states walls shall be plumb and level. Under the <br />City Code garages that are leaning sideways cmIDot be <br />requu'ed to be repau'ed, <br /> <br />>- The lPMC states that foundation walls shall have no open <br />cracks or breaks that could allow the entry of rodents - this <br />cmIDot be enforced by the City Code. <br /> <br />.
