<br />y The IPMC has Inore effective standards for reducing <br />overcrovvding in rental properties (square footage linntations). <br /> <br />o The interior provIsIons of the IPMC are intended prinlarily for rental <br />properties where renters cOlnplain about interior conditions but neither the <br />state's Attorney General nor city staff can assist the resident, such as: <br /> <br />III COlnplaints of a frnnace not being turned on in the late fall and their <br />kids being cold (a COllli110n cOlnplaint). <br /> <br />II Complaints of plaster falling off \valls. <br /> <br />II Complaints of water soaked carpets and the owner not fixing it. <br /> <br />II Complaints of appliances not frnlctioning. <br /> <br />II Complaints of water leaking tlu'ough the ceiling from upper runts into <br />their runt. <br /> <br />o The property in the 3000 block of EvelYl1 has been used as an example of staff <br />not adequately addressing a problem property in disrepair. Staff could not <br />adequately address the main issue (the homeowner not completing the homes <br />interior) until the home fell into an 'unsafe' condition as defrned in the state <br />building code. If the IPMC had been a tool staffhad available, staff could have <br />addressed the issue much sooner and gotten a resolution much quicker. <br /> <br />o The are not legions of rotting homes in Roseville, rental or owner-occupied. <br />However, staffhas seen an increase in the numbers and se~erity of homes not <br />being maintained. Often these same properties are later sold as rental property <br />and given very mininlal maintenance. Inspection staff has recOlnmended this <br />issue be addressed before it becomes a significant city-wide problem, lowering <br />property values and requiring a sigt1ificant effort (in dollars and manpower) to <br />conect. <br /> <br />In SUIDlnary: <br /> <br />. City Council has fmal authority over the level of code enforcement (as presently). <br /> <br />. City staffwill have no additional autholity to enter private property. <br /> <br />.. Page 3 <br />
