I would ask that the council not take action or give forn1al direction to the <br />plm1l1ing cOllli11ission on this until we have done our own goal-setting. <br /> <br />Notice for Land-Use Hearings <br /> <br />I support n10re extensive notice to residents regarding land-use hearings - I think the <br />costs of additional n1ailings are justified, but I don't think Inailed notice is the only <br />alte111ative. I would suggest exploring son1e other ideas Inaybe creating a web page <br />with infol1nation and notices about upcon1ing land use and plm1l1ing issues, a plmming <br />newsletter (or possibly neighborhood newsletters?) that could be sent out by e-lnail as <br />well as regular Inail to save postage costs, or setting up a plm1l1ing notice e-lnaillist, etc. <br />These could also be very useful tools in the cOlnprehensive plan review/con1l11unity <br />plaill1ing process. Could we look into son1e of these ideas and discuss again at a future <br />meeting? <br /> <br />International Propeliy Maintenance Code <br /> <br />I appreciate the staff response to n1Y Inelno raising concerns about enforcement issues, <br />and look forward to getting legal analysis frOln the city attorney. Since this is a very <br />con1plex proposal, and closely tied to the proposed rental housing code, I would suggest <br />that it be put on the agenda for additional public hearings (perhaps the BRA could do this <br />in cOill1ection with additional hearings on rental licensing)? I would also like to propose <br />and discuss mnendlnents to the code, if needed, in response to the city attorney's opinions <br />and the concerns outlined in n1Y n1elno, before the council votes on final adoption. <br /> <br />Ordinance on Traffic Control Signs <br /> <br />I would be willing to suppoli a Traffic Safety Conllnittee to investigate, study, and n1ake <br />recon1l11endations to the Council, but believe the Council needs to have the ultin1ate <br />authority to make decisions on traffic control and signs (as state law says). <br /> <br />Liquor Citation Appeals <br /> <br />I would like to request the following info1111ation, and request that this liquor appeals <br />issue be put on the agenda again at a future n1eeting after the info1111ation is available: <br /> <br />1. Could the council please have a copy of the f01111 letter sent to licensees info1111ing <br />then1 of their right to. appeal to the city n1anager? <br />2. What authority is there in city ordinances for appealing liquor citations to the city <br />Inanager? <br />3. If the answer to this question is "none", the council should schedule public <br />hearings on the penalties under 302.15(C). <br />
