<br />City Council Regular Meeting - 01/09/06 <br />Minutes - Page 10 <br /> <br />continued activity in the community. <br /> <br />Councilmember Maschka further expressed appreciation to <br />those other firms and individuals for their sponsorship and <br />participation in making the event successful. <br /> <br />6. <br /> <br />Public Hearing for Fees Charged Developers for Consultant <br />Expenses <br />Mayor Klausing noted that this item had been continued from the <br />City Council's December 19, 2005 regular meeting. <br /> <br />Finance Director Chris Miller briefly reviewed the previous staff <br />report dated December 16, 2005, regarding fees to developers. <br />Mr. Miller noted that the proposed resolution would broaden the <br />City's authority to require developers to deposit money in <br />escrow; and authorize staff to charge developers for consultants <br />retained by the City to evaluate commercial, industrial, multi- <br />family and traffic proposals. Mr. Miller noted that this would <br />also broaden developer responsibility for fees associated with <br />utility, building permit, economic development or redevelopment <br />projects or proposals, in addition to increasing the developer's <br />consultant cost reimbursement from 75% to 100%, as defined by <br />establishment of an escrow account. Mr. Miller further noted <br />that this would eliminate the need for the City to upfront the <br />costs, and assign a general mechanism for future development <br />projects to pay for themselves. <br /> <br />Councilmember Ihlan spoke in support of the motion; opining <br />that such a policy should have been adhered to related to the <br />Twin Lakes proj ect, and encouraged enforcement of such <br />Council oversight. Councilmember Ihlan further opined the need <br />to revisit the Twin Lakes Redevelopment project and enforce <br />City policy for that project as well. <br /> <br />Pust moved, Maschka seconded, adoption of Resolution No. <br />10370 entitled, "Resolution Amending the 2006 Fee Schedule <br />for City Consultant Fees." <br />Roll Call <br />Ayes: Pust; Maschka; Kough; Ihlan and Klausing. <br />Nays: None. <br /> <br />Resolution 10370 <br />Public Hearing for <br />Fees Charged <br />Developers for <br />Consultant <br />Expenses <br />
