Councilmember Maschka further expressed appreciation to those other firms and individuals for their sponsorship and participation in making the event successful. 6. Public Hearing for Fees Charged Developers for Consultant Expenses Mayor Klausing noted that this item had been continued from the City Council's December 19, 2005 regular meeting. Finance Director Chris Miller briefly reviewed the previous staff report dated December 16, 2005, regarding fees to developers. Mr. Miller noted that the proposed resolution would broaden the City's authority to require developers to deposit money in escrow; and authorize staff to charge developers for consultants retained by the City to evaluate commercial, industrial, multi- family and traffic proposals. Mr. Miller noted that this would also broaden developer responsibility for fees associated with utility, building permit, economic development or redevelopment projects or proposals, in addition to increasing the developer's consultant cost reimbursement from 75% to 100%, as defined by establishment of an escrow account. Mr. Miller further noted that this would eliminate the need for the City to upfront the costs, and assign a general mechanism for future development projects to pay for themselves. Councilmember Ihlan spoke in support of the motion; opining that such a policy should have been adhered to related to the Twin Lakes proj ect, and encouraged enforcement of such Council oversight. Councilmember Ihlan further opined the need to revisit the Twin Lakes Redevelopment project and enforce City policy for that project as well. Pust moved, Maschka seconded, adoption of Resolution No. 10370 entitled, "Resolution Amending the 2006 Fee Schedule for City Consultant Fees."
