<br />City Council Regular Meeting - 01/09/06 <br />Minutes - Page 11 <br /> <br />7. <br /> <br />Public Hearing for Roselawn Avenue Street Reconstruction <br />Project <br />Public Works Director Duane Schwartz and City Engineer Debra <br />Bloom presented general information regarding construction, <br />standards and assessments that would apply for this joint project <br />of the Cities of Roseville and Falcon Heights. Ms. Bloom noted <br />that Roselawn was a former Ramsey County road and had <br />recently been turned back. Ms. Bloom noted that Ramsey <br />County would participate in the cost share for reconstruction, <br />with the remainder to be shared on a 50%-500/0 basis between the <br />two cities. <br /> <br />Ms. Bloom referenced the recently-distributed Feasibility Report <br />for the Roselawn Avenue Reconstruction Project; recent <br />neighborhood input and informational meetings. Ms. Bloom <br />further reviewed road alignment, parking, sidewalk and storm <br />water recommendations; along with financial implications and <br />the cost estimates and options for the Falcon Heights and <br />Roseville shares respectively. <br /> <br />Ms. Bloom reviewed the City's current assessment policy; with <br />staff recommending that the City proceed with Option B as <br />outlined in the Request for Council Action dated January 9, <br />2006; using the centerline length of Roselawn Avenue, at an <br />estimated assessment rate of $28.05 per foot. Ms. Bloom noted <br />that this would be consistent with the recent South Owasso <br />Boulevard project and would be in keeping with past practice. <br />Ms. Bloom reviewed potential assessment deferral criteria; and <br />noted that the individual replacement of sanitary sewer lines and <br />driveways could be incorporated into the project at resident cost. <br /> <br />Ms. Bloom outlined funding, including State Aid (MSA) costs; <br />Ramsey County cost share; assessments (at Option B) and utility <br />funds for water infrastructure replacement. <br /> <br />Ms. Bloom concluded by reviewing the work plan and schedule, <br />noting the Public Hearing held tonight and continued to the <br />January 30, 2006 meeting; with construction scheduled to begin <br />in May of 2006 and anticipated for completion in August of <br />2006. <br /> <br />Public Hearing for <br />Roselawn Avenue <br />Street <br />Reconstruction <br />Project <br />
