<br />City Council Regular Meeting - 01/09/06 <br />Minutes - Page 21 <br /> <br />Councilmember Ihlan spoke in support of strategic and budget <br />planning and discussions on community planning; and opined <br />that the City Council should launch into that planning <br />immediately. <br /> <br />Councilmember Pust clarified that she was not suggesting a <br />waste of public resources, but that there were qualified experts at <br />little or no cost, that would be available to fill in the niches for <br />communication and process that were apparent. <br /> <br />Mayor Klausing noted that everyone was a taxpayer and sought <br />to distinguish between the use of General Levy funds and <br />Communication Fund dollars available. <br /> <br />Councilmember Ihlan opined that individual Councilmembers <br />would be speaking to different constituencies and they would <br />still be zealous advocates for those positions; but recognized the <br />need for the Council to work together better as a body. <br /> <br />Councilmember Maschka opined that the City Council was, in <br />effect, running a business; and there were circumstances where <br />you got what you paid for in terms of qualified consultant <br />servIces. <br /> <br />Klausing moved, Maschka seconded, directing staff to return <br />with additional information regarding a possible consultant- <br />facilitated City Council goal setting and strategic planning <br />session; and further information regarding proposed options <br />identified under Item 3 of the Request for Council Action dated <br />January 9, 2006. <br /> <br />Mayor Klausing directed staff to concentrate on cost-effective <br />options and investigate previous suggestions from <br />Councilmember Ihlan for possible facilitators available gratis or <br />at a reduced cost. <br />Roll Call <br />Ayes: Pust; Maschka; Kough; Ihlan and Klausing. <br />Nays: None. <br /> <br />12.
