City Council Regular Meeting - 01/09/06
Minutes - Page 20

Councilmember Maschka enthusiastically endorsed such
processes as valuable tools in determining where the City was
going and how to spend money accordingly and appropriately.

Mayor Klausing requested additional information from
Councilmember Maschka related to identifying individual work
styles.

Councilmember Maschka outlined the process for determining
individual styles of taking in information; processing it and the
strengths and weaknesses of those individual styles and how
colleagues processed the information and how best to present
ideas and issues for the most effective discussion and in an effort
to build good work relationships and compatibilities.

Councilmember Kough opined his desire to utilize citizens,
rather than a "high paid" facilitator.

Mayor Klausing clarified that the Council wasn't necessarily
looking for someone from outside the community to tell the City
what to do; but to facilitate and assist the Council from a
different perspective in the Council's goal-setting process.
Mayor Klausing spoke with enthusiasm for the Vista 2000
community visioning and survey process; and how it peaked his
interest in community service.

Councilmember Pust opined that it was immediately critical as
elected officials to prioritize and develop a work program, as
suggested by Councilmember Maschka; to determine how to
work together productively as a group; to determine citizen
preference and priorities; and to accomplish overall goals.
Councilmember Pust encouraged receipt of the community's
ideas, putting them in writing, and involving the community in
what they wanted their government to be, and how to become a
better team. Councilmember Pust volunteered to actively assist
staff in crafting those goals, upon completion of the team
building process; and determine the budgetary implications.

Councilmember Ihlan opined that team building and work style
analyses were not good uses of public monies and that she was
not in favor of that process or hiring a consultant for such uses.
