Continue Discussion on City Council Strategic Planning Report <br /> For the benefit of the listening audience, Mayor Roe provided a brief synopsis of <br /> the process to-date; as detailed in packet materials; and noted the purpose of to- <br /> night's work session was to further refine the document to obtain a focus on par- <br /> ticular short- and long-term strategies. As an organization, Mayor Roe noted the <br /> attempt to achieve community aspirations, with a difference in a detailed work <br /> plan and a strategic plan, and differentiating whether items were short- or long- <br /> term strategies or broader objectives that tied into the existing work plan. As pre- <br /> viously followed, January 30, 2012 individual City Councilmember and Depart- <br /> ment items were reviewed first for redundancy, clarification, or striking; at which <br /> time they were incorporated or added to the existing work plan items. <br /> Engaged in Our Community's Success through our Roles as Citizens, Neighbors, <br /> Volunteers, Leaders, and Businesspeople(Pages 11-12) <br /> • Line 297—Support HRC efforts on civic engagement and neighborhoods <br /> It was consensus that this was a carryover from the 2011 work plan, was al- <br /> ready being done, and should be struck <br /> • Line 277 - Establish volunteer management program <br /> It was consensus that this was a carryover from the 2011 work plan, was al- <br /> ready being done, and should be struck <br /> Discussion included whether this was a short- or long-term item based on pre- <br /> vious conversations; whether it was exclusive to the Parks and Recreation De- <br /> partment or broader based, with consensus that it was broad- and community- <br /> based from a strategic point of view and area of focus for long-term funding <br /> needs; the importance of recruiting and retaining a vibrant volunteer corps in <br /> the community, and preserve it and grow it, not presume it will be self- <br /> sustaining; and whether a volunteer or paid volunteer coordinator was indicat- <br /> ed. <br /> Mr. Brokke recognized the existing volunteer pool, and the need for properly <br /> structuring and successfully coordinating those volunteers and their efforts, <br /> and requiring funding to ensure it will remain sustainable. Mr. Brokke noted <br /> that the volunteer situation had changed over the last 5-10 years as the com- <br /> munity continues to change. <br /> City Manager Malinen noted that the availability and interest of a volunteer <br /> pool was supported in the survey responses from residents; and changes in <br /> community demographics and the economy were both factors in the volunteer <br /> emphasis. <br /> Councilmember McGehee noted the need to nurture, recognize and engage <br /> volunteers; and to recognize their need for feeling important, having responsi- <br /> bility and flexibility in their volunteer service; and the need to engage differ- <br />
