Regular City Council Meeting <br /> Monday, February 27, 2012 <br /> Page 8 <br /> violations found in all areas of the community, with the exception of one (1) area. <br /> Mr. Munson opined that, all indications were that the program was working, was <br /> well supported by residents, and was having the desired impact. Mr. Munson not- <br /> ed that the calls fielded by staff were overwhelmingly positive; and attributed the <br /> City's NEP Inspector, Brian Kaufman, as one of the reasons for that success. <br /> Mr. Munson reviewed some of the lessons learned to-date: one nuisance area not <br /> addressed created more within that same neighborhood; older neighborhoods in <br /> the community had more code violations, some based on smaller garages and old- <br /> er properties requiring more maintenance and repair than more recently built <br /> homes and neighborhoods. <br /> Mr. Munson advised that staff was proposing no changes or improvements going <br /> into the fifth year in 2012; with the intent to observe properties every three (3) <br /> years as opposed to two (2) years; which should allow staff time to add an exteri- <br /> or review of conditions of multi-family and business properties as well. <br /> Mr. Munson displayed the 2011 NEP program; violations and inspection data and <br /> trends; and the significant drop in neighborhood complaints and subsequently in <br /> annual cases requiring abatement between 2006 and 2011. With the exception of <br /> code enforcement issues continuing to develop around multi-family apartment <br /> buildings, Mr. Munson advised that the code enforcement issues seemed to be <br /> spread out evenly throughout the City. Mr. Munson noted that Code Enforcement <br /> staff was partnering with the Human Rights Commission, Planning Division, <br /> community volunteers, Police and Fire Departments, and other agencies to facili- <br /> tate exterior property maintenance and improvements in the community. <br /> Mr. Munson provided"before"and"after"photographic examples of properties. <br /> Discussion among Councilmembers and Mr. Munson included types of com- <br /> plaints at Har Mar that were fielded by staff in 2011; complaints on commercial <br /> properties as well without involving those properties to-date in the NEP. <br /> Mayor Roe thanked Mr. Munson for his presentation. <br /> 11. Public Hearings <br /> a. Discuss lake Owasso Water Ski Course and Jump <br /> Roseville Police Lt. Lorne Rosand summarized the purpose of tonight's Public <br /> Hearing, and noted that Ramsey County Sheriff's Office representative Deputy <br /> John St. Germaine was present in the audience. <br />
