Rosand noted receipt of an e-mail from Bill Youngquist providing the history <br /> of the annual request. <br /> Mayor Roe opened and closed the Public Hearing at approximately 7:00 p.m., <br /> with no one appearing for or against. <br /> 12. Business Items (Action Items <br /> a. Approve Lake Owasso Water Ski Course and Jump <br /> Johnson moved, Pust seconded, directing staff to advise the Ramsey County Sher- <br /> iff of the outcome of tonight's Public Hearing soliciting input on the proposed <br /> Lake Owasso Safe Boating Association's and their permit to the Ramsey County <br /> Sherriff's office for a water ski course and jump on Lake Owasso during the 2012 <br /> season. <br /> Roll Call <br /> Ayes: Johnson; Pust; McGehee; Willmus; and Roe. <br /> Nays: None. <br /> For the benefit of the listening audience in attendance, Mayor Roe again announced that the Wal- <br /> Mart discussion had been deferred until March 26, 2012. <br /> b. Receive Performance Measures Report <br /> For informational purpose only, City Manager Malinen provided 2011 Perfor- <br /> mance Measurement Results to complement existing reports and statistics used in <br /> decision-making; and as detailed in the RCA dated February 27, 2012. <br /> Discussion included the purpose of the measurements and rationale for compari- <br /> sons with the City of Woodbury based on the challenges in finding any interest of <br /> peer communities in participating in the process; and the City of Woodbury's <br /> original initiative in establishing the measurement categories currently used by <br /> Roseville. <br /> Councilmember Pust opined that, with three (3) years of data now available for <br /> comparison, it was now time to take the next step and have department goals es- <br /> tablished to achieve community-wide goals based on budgeting and service lev- <br /> els. Councilmember Pust specifically requested that staff establish a deadline for <br /> moving to that next step and how they proposed to achieve those goals, to be pro- <br /> vided in the next few weeks/months for best management practices by category. <br /> Mayor Roe noted that such an exercise would be part of the City Manager goals <br /> and their relationship with performance measures. <br /> City Manager Malinen advised that staff would be working toward such a step in <br /> the near future. <br />
