City Council Regular Meeting - OS/24/04 Minutes - Page 20 for recommendation on May 5, 2004, with conditions as listed on the staff report dated May 24,2004. Mr. Welsch noted that staff concurred with the Planning Commission's recommendation; and further noted that the applicant was present at tonight's meeting. Councilmember Schroeder requested clarification of the nature of the cooperative ownership structure. Councilmember Ihlan requested clarification of environmental assessments performed to-date, expressing concern regarding potential contamination of chemicals used during greenhouse operations. Mike Theis, Greenhouse Village Properties (Developer) Mr. Theis clarified that Greenhouse Village Properties was the developer, not Theis Custom Homes, as implied on the Council agenda. Mr. Theis responded to Councilmember Schroeder and Ihlan's questions regarding cooperative housing and potential contaminants on the site. Mr. Theis opined that his firm was satisfied with environmental testing performed to-date and that all environmental hazards had been recognized. Mayor Klausing noted that tonight's request was for a concept plan and to consider whether this land use made sense; and that the other issues would be addressed for remediation in preparing the final plan. Further discussion ensued between the developer, Councilmember Ihlan and Community Development Director Welsch related to the Planning Commission's intent for Condition 8.7 on the staff report dated May 24,2004. Councilmember Maschka requested clarification of the intended structure of the owners' association and agreements for the townhouse units and the cooperative units.
