<br />City Council Regular Meeting - OS/24/04 <br />Minutes - Page 19 <br /> <br />Ayes: Maschka, Ihlan and Klausing. <br />Nays: Kough and Schroeder. <br /> <br />Maschka moved, Ihlan seconded, directing staff to explore <br />entering into negotiations with Ramsey County and the federal <br />government related to funding for the three alternates as <br />recommended in the staff report dated May 24, 2004, to <br />determine their participation levels; and return to the City <br />Council with all due haste with a preliminary engineering study <br />to determine proposed project costs for pathway construction <br />from Lexington to Rice Street. <br /> <br />Councilmember Kough spoke in opposition to the motion, noting <br />his preference for a moratorium on pathways given current <br />budget constraints. <br /> <br />Councilmember Schroeder spoke in support of reconstruction of <br />County Road B-2; but spoke in opposition of additional pathway <br />construction if affiliated with reconstruction, due to his <br />previously-stated philosophy of not adding additional trail miles <br />until current pathways were appropriately maintained to <br />Roseville standards. Councilmember Schroeder noted that, <br />therefore, he would be voting against the motion. <br /> <br />Roll Call <br />Ayes: Maschka, Ihlan and Klausing. <br />Nays: Kough and Schroeder. <br /> <br />Recess Recess <br />Mayor Klausing recessed the meeting at 9:19 p.m. and <br />reconvened the meeting at 9:29 p.m. <br /> <br />8. Consider Concept Approval for Theis Custom Homes Resolution 10220 <br />(Lebens) Senior Housing at 1021 Larpenteur Avenue Concept Approval <br />Community Development Director Dennis Welsch summarized Theis Custom <br />the developer's request for the Greenhouse Village Properties Homes (Lebens) <br />LLC for rezoning from a business to residential use. Mr. Welsch Senior Housing <br />reviewed the site; concept for Planned Unit Development (PUD); 1021 Larpenteur <br />rezoning; Planning Commission Public Hearing and Avenue <br />neighborhood meetings, along with the development review <br />committee; with the Planning Commission's unanimous approval <br />
