If City and County government do not reinvest in B-2 (and if the <br />adjacent private property owners do not reinvest in their private <br />homes and property), these earlier-developed parts of the City <br />along old County roadways will show more and more age and <br />more and more wear and tear. Doing nothing will depress every- <br />one's property values and make fixing the problems even more <br />costly for government and taxpayers to solve someday. Time + Do- <br />ing Nothing is Not a Recipe for Success. <br /> <br />9. Reconstructing B-2 is necessary to create the right street grade so <br />concrete curbs and gutter can be installed on both sides of B-2. <br />The grades on B-2 now do not provide sufficient slope to allow <br />curbs and gutter to operate the full length of the roadway. Unless <br />we revise the street's grade, even with curbs and gutters the water <br />along some flat segments would continue to puddle and not drain. <br /> <br />10. Reconstructing B-2 is necessary to effectively solve drainage <br />problems for the long-term. The normal situation in street con- <br />struction today is for streets to sit below the private property they <br />serve so stormwater and ice do not pond or collect in private <br />driveways or along the front yards of adjacent homes. B-2 sits above <br />many of the homes it passes. Hence, the grade of and drainage from <br />B-2 remains a problem for City residents. <br /> <br />III.
