<br />City Council Regular Meeting - OS/24/04 <br />Minutes - Page 7 <br /> <br />Roll Call <br />Ayes: Schroeder, Maschka, Ihlan and Klausing. <br />Nays: None. <br />Abstentions: Kough. <br /> <br />4.b <br /> <br />Approve a joint Powers Agreement with the City of St. <br />Paul for a Police Records Management System <br />(Consent Item 3.i) <br />Councilmember Kough requested clarification and further <br />discussion on this item, specifically related to the one-time <br />fee of $65,000, as well as $4,000 monthly fees and <br />budgetary ramifications. <br /> <br />City Manager Beets responded that in 2004, personnel <br />vacancy funds would be utilized for the monthly fee, with <br />the equipment depreciation fund used for the one-time fee <br />of $65,000. Mr. Beets noted that the 2005 budget would be <br />affected and the expenditure addressed in more depth <br />during that discussion. <br /> <br />Police Chief Carol Sletner and Administrative Analyst <br />Karen Rubey were present and, at the request of Mayor <br />Klausing, reviewed previous discussions on the <br />participation in this records management system to replace <br />the current DOS-based and obsolete program. <br /> <br />Ms. Rubey reviewed officer qualifications for system <br />operations; ability to download data from the squads; and <br />scheduled replacement of laptop units in squads <br />coordinated with the new records management system; <br />mandates of the Bureau of Criminal Apprehension for <br />reporting of all incidents in compliance with their reporting <br />schedule; and ability to provide for wireless systems in <br />each squad. <br /> <br />Councilmember Maschka summarized that the new system <br />would provide greater efficiencies in the squads and in the <br />officers' generation of reports. <br /> <br />Ms. Rubey and Chief Sletner concurred with <br /> <br />Joint Powers <br />Agreement <br />City of St. Paul <br />Police Records <br />Management <br />System <br />
