<br />City Council Study Session - 06/21/04 <br />Minutes - Page 20 <br /> <br />project to meet federal guidelines; design standards and safety <br />issues for state bicycle guidelines; maintenance concerns; <br />impacts on residents; and the status of County Road B-2 in the <br />City's street rating index program (close to reconstruct). <br /> <br />Mayor Klausing ,sought to clarify previous assumptions <br />regarding pathway construction and previously expressed <br />opposition by Councilmembers Kough and Schroeder for any <br />pathway construction until maintenance levels were improved <br />for existing pathways. <br /> <br />Councilmember Schroeder confirmed his continued opposition to <br />new pathway construction until maintenance was addressed for <br />existing pathways. <br /> <br />Councilmember Maschka opined his support for a sidewalk <br />(pathway) from Lexington to Dale to provide trail connectivity <br />and to address street and drainage improvements, be able to <br />utilize federal grant funds, and phase the remainder of the project <br />while building MSA funds through the turnback process and <br />allow staff time to incorporate engineering into staff time in- <br />house. Councilmember Maschka confirmed that he didn't <br />support any pathway construction without roadway <br />reconstruction. <br /> <br />Mayor Klausing conferred with Councilmembers Kough and <br />Schroeder to confirm whether they were supportive of the road <br />reconstruction, regardless of the pathway, in an effort to <br />determine consensus, and under what conditions either would <br />support road reconstruction. <br /> <br />Councilmember Schroeder opined support only if the road <br />reconstruction were detached from pathway construction; noting <br />that such a position would not be feasible with Councilmember <br />Maschka's proposal to link the two projects into one. <br /> <br />Councilmember Schroeder was supportive of road <br />reconstruction, with the provision that the road be centered to <br />allow room for curb and gutter and right-of-ways for all affected <br />property owners, with no pathway construction included, and the <br />turnback accepted from Ramsey County. <br />
