City Council Study Session - 06/21/04
Minutes - Page 21

Councilmember Kough confirmed support of road reconstruction
at a width of 34' to address drainage issues; retain parking on
one side of the street at a minimum; but did not see the necessity
of a sidewalk or pathway, recommending that pedestrians could
make use of the sidewalk along County Road C.
Councilmember Kough further opined that the engineering
estimates seemed high, and he would anticipate County monies,
based on the turnback from their maintenance funds.

Councilmember Ihlan expressed her support of pathway
construction for the entire length of County Road B-2; but
offered a compromise with several alternatives that she could
support, including a minimum sidewalk on County Road B-2 for
pedestrian access to school facilities and recent changes to the
Roseville School District transportation policy and her concerns
for pedestrian safety; and ideally, supported the road
reconstruction, with pathway construction to utilize current
federal funding availability. Mayor Klausing
concluded by offering his support of a pathway west of
Lexington.

Further discussion ensued about the various components of
roadway and/or pathway construction and the merits of specific
sections; applicable costs; internal engineering work load; City
expenditure required (for external engineering) to qualify for the
federal funding; and the flexibility available in the grant
application and potential for a pro-rata reduction in funding in
changing the scope from the 1999 application.

Councilmember Ihlan expressed her reluctance to make a final
decision at tonight's meeting on the entire project if federal grant
