<br />City Council Study Session - 06/21/04 <br />Minutes - Page 23 <br /> <br />project, prompting his support of a pathway, but noting that he <br />would prefer a sidewalk, in an effort to promote transportation, <br />recreation and safety. <br /> <br />Ms. Pleiss Brooks opined that federal funding may not be as <br />favorable as the Council thought, if is wasn't the right thing to do <br />in the first place; further opining that other avenues could be <br />sought to provide safety. Ms. Pleiss Brooks also questioned why <br />meetings are being held now, rather than prior to application; <br />recognizing that since the money has been received, it would be <br />hard to return it; but questioning spending the time, energy and <br />resources on this project if the Council couldn't concur on <br />whether it was the right decision. <br /> <br />Mayor Klausing reviewed the process used prior to application, <br />with the Vista 2000 and pathway committee identifying priority <br />areas for pathways, consistent with the City's Comprehensive <br />Plan. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn noted that a previously made up Council had <br />established a moratorium on pathway construction, and sought <br />clarification on several points in the staff report (Le., parking, <br />rights-of-way, and impacts to property owners). Mr. Kysylyczyn <br />referred to a previous staff report from the City's Finance <br />Director Chris Miller related to the City's use of additional <br />reserve fund balances without impacting the City's financial <br />status. Mr. Kysylyczyn recommended that additional research be <br />completed by staff and demographics be provided of where there <br />were children living in the neighborhood who would be using the <br />proposed sidewalk. <br /> <br />Mr. Kysylyczyn concluded his comments by questioning the <br />validity of considering construction of this project when staffing, <br />maintenance and other improvement programs were being <br />reduced or eliminated in an effort to meet current budget <br />restraints and cuts in state funding. <br /> <br />Heather Stell, County Road B-2 and Victoria Street <br />Ms. Stell addressed their driveway drainage problem, but <br />questioned whether there were children living on County Road <br />
