<br />City Council Study Session - 06/21/04 <br />Minutes - Page 24 <br /> <br />B-2 that would necessitate construction of a pathway. <br /> <br />Ms. Bloom, at the request of Mayor Klausing, presented <br />information related to an alternate alignment previously <br />suggested by Councilmember Schroeder for the pathway to <br />extend up Cleveland Avenue under the bridge at County Road C <br />for eventual connection at the Northeast Diagonal proposed <br />pathway. Ms. Bloom reviewed issues with this alternate, <br />including bridge abutments and supports, retaining wall <br />requirements and clearance concerns, a truck stopping lane at the <br />railroad crossing, a tower, and gas and/or oil pipeline fence <br />enclosures, eliminating the safety zone buffers; along with <br />potentially contaminated soil conditions in one area. Ms. Bloom <br />opined that, in a preliminary examination, that alternate didn't <br />appear to be economically feasible. <br /> <br />Further discussion ensued. <br /> <br />Councilmember Maschka opined that it appeared that staff could <br />be directed to proceed with a pathway from Lexington to <br />Walnut, for the same reasons addressed at the May 24, 2004 <br />meeting. Councilmember Maschka further opined that it didn't <br />make sense to build a sidewalk/pathway without road <br />reconstruction, and in light of the additional information <br />provided tonight, it didn't make sense to spend $469,000 to <br />receive federal grant funding of $730,000. Councilmember <br />Maschka noted that the turnback issue was relevant, that the <br />County was receptive to it, and it made more sense to bring the <br />road into city domain, under the City's assessment policy, noting <br />that residents would pay 25% for reconstruction, with seniors <br />able to defer until their property was sold. Councilmember <br />Maschka supported scheduling reconstruction of County Road <br />B-2 in the City's ten year road improvement program, with <br />engineering performed in-house as time allowed. <br />Councilmember Maschka opined that it would be logical to deal <br />with the federal issue from Lexington to Walnut and have staff <br />return with final numbers. Councilmember Maschka was not <br />supportive of undergrounding electrical wires in older <br />neighborhoods. <br /> <br />Maschka moved to direct staff to finalize the project for federal <br />
