<br />City Council Study Session - 06/21/04 <br />Minutes - 'Page 25 <br /> <br />grant funds from Lexington to Walnut; and proceed with further <br />negotiations with Ramsey County over the next year. <br /> <br />Further discussion ensued. <br /> <br />Councilmember Maschka clarified the intent of his motion to <br />accept federal grant funds for the section of pathway from <br />Walnut to Lexington; and to direct staff to proceed as necessary; <br />leaving the section of Lexington to Rice to return under the <br />City's road construction policy and plans at the discretion of staff <br />when it can be implemented into the City's work program; with <br />staff further directed to continue negotiations with Ramsey <br />County for turnback of County Road B-2. <br /> <br />Mr. Schwartz recollected, with Councilmembers concurring, that <br />the City Council had voted for the segment west of Lexington at <br />their May 24, 2004 meeting. Mr. Schwartz noted that, if staff <br />were to meet the federal funding application requirements for <br />final plans and specifications to be delivered for their approval, <br />staff needed to take action this week in providing notice to <br />engineering consultants to meet that schedule. <br /> <br />Maschka moved to direct staff not to proceed with construction <br />of pathway east of Lexington that would comply with federal <br />funding requirements. The motion died to lack of a second. <br /> <br />Mayor Klausing expressed confusion as to the Council's intent <br />and whether there was a consensus for either of the last two <br />attempted motions. <br /> <br />Councilmember Schroeder opined that the attempted motions <br />implied that staff would return for pathway construction; and he <br />couldn't support that until there was sufficient staff to maintain <br />pathways; and was not supportive of road reconstruction being <br />accomplished off-center to accommodate the pathway. <br />Councilmember Schroeder noted that, until he saw a clear <br />separation of the road and pathway, he would continue his <br />opposition, further opining that the proposed design is not the <br />right design, and not what the residents wanted, as well as not <br />meeting current budget constraints. <br />
