<br />City Council Regular Meeting - 07/12/04 <br />Minutes - Page 3 <br /> <br />Mayor Klausing concurred with Councilmember Ihlan' s <br />comments, suggesting that among employees, only Department <br />Heads, Assistant Department Heads, and or their equivalent <br />(Division Directors) be considered as participants in the <br />evaluation. <br /> <br />Councilmember Kough suggested that constituent comment be <br />sought related to the City Manager's timely response to their <br />inquiries and/or concerns. <br /> <br />There was not Council consensus on Councilmember Kough's <br />suggestion for constituent comment, with Mayor Klausing <br />noting that the City Council was continually receiving feedback <br />from constituents, as direction was provided to staff, as to <br />whether the directives were being achieved. Mayor Klausing <br />cautioned that a "citizen survey" evaluation may not prove an <br />accurate and effective evaluation tool. <br /> <br />Councilmember Schroeder concurred with Mayor Klausing's <br />comments, noting that the City Council needed to channel <br />citizen comment through their evaluations. <br /> <br />Further discussion ensued regarding the number of City of <br />Roseville employees (150); how to maintain the anonymity of <br />completed evaluations; and Data Practices protection; <br />consistency of the forms used; and applicable standards for <br />evaluation. <br /> <br />There was Council consensus that the evaluation be performed <br />by the Department Heads, Assistant Department Heads, <br />Division Managers as applicable, along with the City Council <br />individually. <br /> <br />City Attorney Anderson recommended that an individual <br />Councilmember or a Paralegal or Law Clerk in the City <br />Attorney's office serve as the designated recipient of completed <br />evaluations, serve to distribute them to the City Council as a <br />whole, or prepare a summary for different categories for <br />Councilmember review.
