<br />City Council Regular Meeting - 07/12/04 <br />Minutes - Page 36 <br /> <br />potential developer. <br /> <br />Mayor Klausing opened the meeting for Public Comment <br />related to this issue at 10:25 p.m. <br /> <br />Terry Moses, 1776 Maple Lane <br />Mr. Moses sought clarification of the review and permitting <br />definition and process, and whether a review was the same as a <br />formal application; with City Attorney Anderson clarifying the <br />purpose and language of the moratorium. <br /> <br />Discussion ensued regarding the proposed ordinance; its <br />limitations and provisions, specifically related to Section 2 of <br />the proposed ordinance. <br /> <br />Dick Lambert, 800 Brenner Avenue <br />Mr. Lambert sought clarification as to other developers in the <br />Twin Lakes area; with Mayor Klausing responding that the City <br />had an exclusive negotiation period they would honor with the <br />master developer through a separate contractual agreement <br />through September of 2004. <br /> <br />Mayor Klausing closed Public Comment on this issue at 10:33 <br />p.m. <br /> <br />Maschka moved, Schroeder seconded, holding first reading of <br />an Ordinance entitled, "An Interim Ordinance Adopting a <br />Development Moratorium for Properties located within the <br />Twin Lakes Master Plan Area;" and scheduled the second <br />reading of the Ordinance and consideration of enactment of the <br />Ordinance at the regular City Council meeting of July 26, 2004. <br /> <br />Councilmember Kough spoke in opposition to the motion, not <br />wanting to put any more limitations on landowners. <br /> <br />Councilmember Ihlan clarified tonight's action, and future <br />action during the adoption process for the moratorium <br />ordinance. <br />
