139 <br />140 <br />141 <br />142 <br />143 <br />144 <br />145 <br />146 <br />147 <br />Roseville Human Rights Commission <br />February 22, 2012 - Draft Minutes <br />Page 4 of 5 <br />Youth Engagement Task Force <br />Commissioner Joan Dao said the Task Force met and agreed to have a reception at Cafe Zia <br />following the council presentation. <br />The Task Force revised the communications plan for the Facebook page to allow for cominents.. <br />Commissioner Marie Siliciano said the task force ��d felt the Facebook page should allow <br />comments to facilitate two-way communication. <br />148 Commissioners discussed the value of having comments. Youth Commissioner Dao asked what <br />149 were the concerns with the two-way coinmunication standard with Facebook. City Manager <br />150 Malinen said the City communications policy did not allow two-way communication, rather these <br />151 tools are for the city to push information, but not engage in dialogue. He said there are other venues <br />152 for two-way communication. <br />153 <br />154 <br />155 <br />156 <br />157 <br />158 <br />Some commissioners discussed what would happen if inappropriate or offensive posts were made. <br />Commissioner� Brisbois expressed concern over whether removing posts would be considered <br />censorship. <br />Commissioner Brisbois moved and Commissioner Singleton seconded motion for the <br />159 Communication Plan for Youth Commissioners Facebook page, deleting the language in red, in <br />160 item five under objectives and number six under strategic plan, and delete references to Carolyn <br />161 Curti and Marie Siliciano and change to City Staff and Youth Commissioners. Motion prevailed <br />162 unanimously. <br />163 <br />164 Chair Grefenberg reviewed the Youth Task Force recommendation to increase the budget for the <br />165 reception for essay contest winners. They had arranged a pasta reception at Cafe Zia following the <br />166 presentation to the City Council on February 27. He noted that the City had received 20 RSVPs <br />167 from the winners and adding 10 Commissioners put the cost over the allocated amount. <br />168 Commissioners suggested that the voting commissioners pay for their share of the dinner. <br />169 <br />170 Commissioner Groff moved and Commissioner Brisbois seconded motion to extend the original <br />171 budget to not more than $175 to cover the costs of the reception for the essays contest winners. <br />172 Motion prevailed unanimously. <br />173 <br />174 <br />175 <br />176 <br />177 <br />178 <br />179 <br />180 <br />181 <br />182 <br />183 <br />184 <br />185 <br />League of Minnesota Human Rights Commissions (LMHRC) <br />Chair Grefenberg said the LMHRC has a retreat next Sunday in Chaska. The LMHRC will discuss <br />communications plan and website and will elect new officers. r'�°;r r=r°� r'�°r� ��;a'�° «,^„'a °�'� <br />Book Club Proposal <br />Commissioner poneen asked if there was an interest is sponsoring a City Book Club on Human <br />Rights issues. She thought this would be a way to get people connected and promote civic <br />engagement, community building and education in the human rights area. <br />
