City Council Study Session - 07/19/04
Minutes - Page 10

Fulfilling goals, objectives and unmet needs; 2) When to use
redevelopment assistance; 3) Using Eminent Domain; 4) Fiscal
Disparities; 5) Use of Tax Increment Financing (TIF); 6)
Funding for Twin Lakes Parkway; and 7) Assessments for new
development; as well as several appendices that addressed a)
debt management policies; b) tax increment financing policies;
and c) the economic section of the Comprehensive Plan.

Mr. Miller noted that these identified policy issues should be
considered by the City Council in the context of what potential
benefits would be derived if the Twin Lakes area was
redeveloped by assessing the risk/reward relationship of the
proposed proj ect.

Mr. Miller briefly highlighted each policy; with Councilmembers
responding with questions and comments.

Policy #1
Mr. Miller used examples of benefits to be considered, such as
creation of affordable, workforce, single-family style housing;
improving transit and transportation routes within an area;
establishing a stronger tax base; creating professional or
technical jobs; improving the environment; or accessing public
amenities.
