<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 29 <br /> <br />Moratorium for Properties Located within the Twin Lakes <br />Master Plan Area," as identified by the list of properties and/or <br />the map attached hereto and made a part thereof. <br /> <br />Councilmember Ihlan spoke in opposition of the motion unless <br />the moratorium applied across-the-board to all land use <br />applications, opining her perception of the moratorium's purpose <br />was to protect the City's own land use applications; further <br />opining it wasn't fair to create an unfair playing field where the <br />Master Developer and other land owners within the <br />redevelopment site were treated differently. <br /> <br />Councilmember Kough spoke in opposition of the motion, <br />opining his opposition to putting additional stipulations on <br />existing property owners. <br /> <br />Roll Call <br />Ayes: Maschka, Schroeder and Klausing. <br />Nays: Kough and Ihlan. <br /> <br />11. <br /> <br />2005 Budget Review Session: City Council, Administration <br />and Finance <br />Mr. Beets reviewed the 2005 Budget schedule for the Council <br />and public's information; noting that the August 9, 2004 regular <br />meeting would address the Public Safety functions (i.e., Police <br />Department, Fire Department, and Fire Relief Fund); the August <br />16 meeting would address the Public Works and Parks & <br />Recreation Departments; August 23 was the schedule "housing <br />summit," where the Community Development budget would be <br />discussed, the HRA would submit their proposed tax levy for <br />Council approval, and other housing policy issues would be <br />addressed. Mr. Beets reviewed the required adoption by the City <br />Council of a Preliminary Budget by September 13, 2004, with no <br />increases to that Preliminary Budget prior to final adoption at the <br />end of December, 2004. <br /> <br />City Manager Beets encouraged public comment related to any <br />specific budget areas or departments at any of the meetings <br />previously identified, or through individual contact with <br />Councilmembers or staff. <br /> <br />City Manager Beets reviewed the Administration Department <br /> <br />2005 Budget <br />Review Session: <br />City Council, <br />Administration and <br />Finance <br />
