<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 28 <br /> <br />interest by the City Council in meeting with the HRA, as the <br />HRA has requested numerous times. <br /> <br />Roll Call <br />Ayes: Maschka, Schroeder and Klausing. <br />Nays: Ihlan and Kough. <br /> <br />Mayor Klausing recognized the HRA' s statutory authority; but <br />expressed concern that there was not consultation prior to their <br />taking this action. <br /> <br />City Manager Beets noted that a JOInt meeting of the City <br />Council, Housing and Redevelopment Authority and other <br />interested parties was scheduled on August 23, 2004 to facilitate <br />a "housing summit," and would be held at the studios of C- TV. <br /> <br />10. <br /> <br />Second Reading of a Twin Lakes Moratorium Ordinance <br />Community Development Director Dennis Welsch advised <br />Councilmembers that final action to enact the proposed <br />Moratorium would be considered at the August 9, 2004 regular <br />Council meeting. Mr. Welsch further noted that the items <br />identified by Councilmember Ihlan related to language <br />consistency had been corrected in the draft ordinance presented <br />tonight. <br /> <br />Councilmember Ihlan sought clarification as to whether the <br />moratorium applied to the Master Developer. <br /> <br />Mr. Welsch responded that the Moratorium did not apply to the <br />Master Developer, that that was the purpose of the Moratorium <br />to protect the Master Developer; and that the only applications <br />that would come before the City Council would be those of the <br />Master Developer, except as noted in the ordinance language. <br /> <br />City Attorney Anderson noted, from a legal perspective, the <br />ordinance language was proper and appropriate, and was meant <br />to protect the area. <br /> <br />[4.2] Maschka moved, Schroeder seconded, establishment of <br />August 9, 2004 as the date to consider adoption of an ordinance <br />entitled, "An Interim Ordinance Adopting a Development <br /> <br />Second Reading of <br />a Twin Lakes <br />Moratorium <br />Ordinance <br />
