<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 31 <br /> <br />makers, needed to provide clearer direction to staff to increase <br />the priority level of the IT/communication efforts. <br /> <br />Councilmember Schroeder requested clarification of what <br />communication entailed. <br /> <br />City Manager Beets responded that communication embraced a <br />wide range of activities and functions, including C- TV efforts <br />under Channels 15 and 16 and use of cable revenues, to allow <br />residents to connect with their local government. <br /> <br />Mayor Klausing noted that the IT/communication functions <br />served to connect Roseville to other entities and communities, <br />and remained apriority. <br /> <br />City Manager Beets noted his recommendation for addition of <br />another full-time equivalent position, to be self-supporting, to <br />continue working with those other communities served by the <br />City of Roseville, through Joint Powers Agreements (JPA's) for <br />IT support. Mr. Beets questioned whether this remained a <br />priority of the Council and whether they would continue to <br />support that function. <br /> <br />Councilmember Schroeder opined his priorities included a strong <br />public works presence in the construction and maintenance of the <br />City's streets and infrastructure; and he included IT as an integral <br />component of that infrastructure as part of the backbone of the <br />community. Councilmember Schroeder noted that without that <br />technology, impacts to vital city services and functions were felt. <br /> <br />City Manager Beets included the budget items identified, in <br />conjunction with Councilmember Schroeder's comments, for the <br />Police Department records management system, as well as the <br />800 MHz radio initiative, both accounting for significant impacts <br />to the 2005 Budget. <br /> <br />Councilmember Schroeder defined his perception of <br />communication as his third priority; with IT and infrastructure as <br />his number one priority; public safety as his second priority; <br />parks and recreation as his fourth priority. <br />
