<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 32 <br /> <br />Councilmember Kough addressed specific budget items he <br />wished to address related to public safety (i.e., continuation of <br />the bike patrol program; bidding for possible contracting of <br />Roseville police patrols to other communities; need for an <br />Assistant Police Chief; filling Police Force vacancies); and his <br />other concern related to contract maintenance and whether it <br />would be more prudent for the City to hire an in -house <br />engIneer. <br /> <br />Mayor Klausing rated his pnontIes: 1) Public safety/law <br />enforcement; 2) infrastructure, core functions, with possible <br />inclusion of IT/communication issues; 3) a tie of parks and <br />recreation as the "glue" holding the community together, or <br />street maintenance. Mayor Klausing noted his opposition to cuts <br />in either the parks and recreation or street maintenance areas. <br />Mayor Klausing further noted that each department had internal <br />support functions to consider. <br /> <br />City Manager Beets noted that the internal support functions <br />were a matter of emphasis, as the mission of the <br />Administration/Finance Departments were to facilitate other <br />departments to allow them to serve the residents and other <br />functions. Mr. Beets noted that the decisions to be made by the <br />Council were not easy. <br /> <br />Councilmember Ihlan prioritized her categories or concepts by <br />balancing three different areas: quality of life and building <br />community (i.e., public safety, public services, leisure and <br />recreation); revenue efficiencies (i.e., cost of government and <br />how to use limited resources to provide the best services); and <br />infrastructure investment and planning for the future (i.e., street <br />construction and land use). Councilmember Ihlan noted that, <br />while trying to equally balance each of the three categories, <br />quality of life was her top priority. <br /> <br />Mayor Klausing opined that all of the city functions appeared to <br />deal with the quality of life of its residents. <br /> <br />City Manager Beets moved the discussion from the abstract to <br />more specific recommendations as referenced in the proposed <br />Budget document, and in his memo outlining his <br />
