<br />City Council Regular Meeting - 07/26/04 <br />Minutes - Page 35 <br /> <br />eliminating the City's membership; noting that the original <br />concept was a good one to coordinate regional issues, but the <br />current returns were not particularly noteworthy, and funds could <br />be better spend elsewhere. <br /> <br />Councilmember Schroeder reiterated his request for staff to <br />provide numbers showing direct impacts to the City. <br /> <br />City Manager Beets so noted the request and advised staff would <br />consult and refine the numbers. <br /> <br />City Manager Beets sought Council consensus for staff direction <br />on modifying the City's pay scale. Mr. Beets noted that, in the <br />past, the Council has been supportive of COLA increase, but in <br />an effort to attract and retain good employees, in addition to the <br />pay scale, other incentives were needed. Mr. Beets noted that, in <br />comparison to the Stanton V group, the city's pay scale averaged <br />approximately five percent below comparably-sized <br />communities in the metropolitan area. Mr. Beets questioned <br />what the Council wished for their policy related to pay scales - <br />100% of the Stanton V average; or above or below that average. <br />Mr. Beets recommended a policy of 97% of the Stanton V <br />average in an effort to retain excellent performing employees, <br />and allowing flexibility for a suggested 15% above average for <br />the "10%" of employees who continually perform above what <br />their job description dictated. <br /> <br />Mayor Klausing opined that the recommendation was an <br />innovative approach, and spoke to making government work <br />more efficiently; but expressed concern as to how the program <br />could be implemented to minimize resentment and not create <br />negative ramifications. <br /> <br />City Manager Beets acknowledged and shared Mayor Klausing's <br />concerns, recognizing the inability to design a complaint-free <br />system, but anticipated the implementation of a sensitive <br />program by creating objective performance measure criteria that <br />will provide tangible, quantifiable results. <br /> <br />Mayor Klausing and Councilmember Schroeder cautioned <br />careful review of specific job descriptions and functions and the <br />
