City Council Regular Meeting - 08/09/04 <br />Minutes -Page 20 <br />the City Council to schedule a public hearing immediately <br />prior to consideration of any additional financial aspects of <br />this project. <br />Councilmember Kough concurred with Councilmember <br />Ihlan. <br />Mayor Klausing requested that City Manager Beets review <br />the billing process used for the City's financial consultant, <br />Mr. Jim Casserly. <br />City Manager Beets reviewed the process used, the value of <br />having Mr. Casserly's independent analysis of a private <br />development proposal to protect the City's interests; and <br />recon:~mended the City set a maximum amount not-to- <br />exceed for Mr. Casserly if that were deemed appropriate. <br />Councilmember Schroeder opined his support for <br />proceeding at this point in the process to receive the expert <br />opinions necessary for the Council to make an informed <br />decision, and to allow the Master Developer to proceed <br />with the general concept as now defined with tonight's <br />requested actions. Councilmember Schroeder further <br />opined that then a proj ect that incorporated that detail and <br />refinement was applicable to be presented to the public for <br />their comment and opinion. <br />Councilmember Ihlan noted that she would be voting <br />against the motion. <br />City Manager attempted to clarify several comments <br />related to the process to-date; and opined his estimate that <br />the additional refinements and analyses could be completed <br />for under $10,000. <br />Roll Call <br />Ayes: Maschka, Schroeder and Klausing. <br />Nays: Ihlan and Kough. <br />6.e Land Use Plan Land Use Plan <br />[# 1 -City Manager Bench Handout] <br />Schroeder moved, Maschka seconded, to direct staff to <br />
