City Council Regular Meeting - 08/09/04 <br />Minutes -Page 21 <br />work with Rottlund Homes to further developer and refine <br />for future Planning Con:~mission and City Council <br />consideration and action a redevelopment land use plan for <br />Twin Lakes that includes a mixture of land uses including <br />housing, office and retail. <br />Councilmember Ihlan sought clarification as to the <br />motion's intent; with City Manager Beets clarifying the <br />motion. <br />Councilmember Ih1an reiterated her frustration with the <br />process on this project to-date. <br />Mayor Klausing sought clarification as to the ramifications <br />if this motion failed. <br />City Manager Beets responded that, if this motion fails, <br />another motion would be appropriate directing staff that no <br />land use mixtures were acceptable, and to direct staff to <br />cease work with Rottlund Homes or any other developer to <br />proceed with the proposed plan. <br />Councilmember Kough again expressed his preference for <br />phasing the project. <br />Mayor Klausing opined his support of the motion, noting <br />the public comment heard to-date, and recognizing that <br />additional public comment would be heard, but realizing <br />the need to move forward at this point in the process. <br />Councilmember Schroeder recognized Councilmember <br />Ihlan and Kough's preference for public comment at each <br />step of the process; but opined his support of this motion to <br />proceed with development of a plan to present to the <br />public, rather than presentation of a disjointed process. <br />Councilmember Ihlan reiterated her frustration with her <br />perceptions of the process to-date. <br />Mayor Klausing again spoke in support of the motion at <br />this point in the process. <br />
