Mr. Kysylyczyn did <br />question the relationship between proposed fee and cost of <br />service for a fireworks permit. <br />Mr. Kysylyczyn conunented on and asked several questions <br />related to the proposed 2005 Police Department budget: <br />1) Does the creation of a Captain position create additional <br />internal issues and an unmanageable system? Mr. <br />Kysylyczyn referenced the collapsing of ranks in the <br />1970's, the rationale for doing so, and whether it remained <br />applicable today. <br />2) Clarification of the Police Chiefs ability to transfer <br />funds from another fund to cover overtime within the 2005 <br />budget, at the discretion of the Police Chief; and <br />encouraged the City Council to assert their legislative <br />control to hold the overtime down at their discretion. <br />3) New data system for record management and reduction <br />of one full-time equivalent (FTE) employee - Mr. <br />Kysylyczyn opined that the new records management <br />system, once implemented and operational, should be <br />allowed to operate for a year prior to determining the <br />impact on staff and operations. Mr. Kysylyczyn noted that <br />some Police Departments have volunteers to enter data. <br />Mr. Kysylyczyn commented further on the memo prepared by <br />Chief Sletner addressing the proposal of City Manager Beets <br />related to the Deputy Chief position, civilian employee versus <br />sworn officer ratios and duty assignments. <br />Tim O'Neill, assistant Fire Chief <br />Mr. O'Neill clarified the percentage of turnover; and spoke to the <br />cost efficiencies built into the system, rather than requesting <br />additional funds (i.e., off-duty staff performing cleaning and <br />maintenance at other stations while on duty). <br />John Loftus, Fire Marshal <br />Mr. Loftus clarified that the range of fees recommended as <br />additional revenue for permitting and inspecting fireworks <br />displays was related to actual costs, whether a temporary stand- <br />
