Discussion on What a Workshop Meeting Should Include Discussion on What Councilmember Schroeder distributed, as a bench handout, a a Workshop copy of his previous e-mail to Councilmembers regarding this Meeting Should item (No copy). Include Councilmember Schroeder spoke of the apparent confusion regarding intent of what a "Council Work Session" should include, what business should be conducted or discussed, and how the meetings could be more streamlined. Councilmember Schroeder personally noted that his understanding was that a Worlc Session was for the purpose of the Council "listening" to upcoming business items that needed further explanation, rather than "approving" various items, whether on consent or following discussion. Councilmember Schroeder also questioned whether Public Comment and/or Approval of Minutes from previous meetings were appropriate to include on a Work Session Agenda. Councilmember Schroeder noted that, if the Council was to take action on Land Use items, a Work Session meeting could be called a Council Meeting, and there would be no need for a Work Session. Councilmember Maschka concurred with Councilmember Schroeder's comments; opining his personal preference for a Work Session agenda that concentrated on 2 - 3 major items, with only pertinent business items conducted at a Work Session meeting. Mayor Klausing expressed his personal preference that the Work Sessions focus on presentations; but recognized staff s intent to incorporated business items in an effort to reduce the time required at regular business meetings. Mayor Klausing suggested that, as a part of a larger discussion related to Council meetings in general, Councilmembers needed to determine if it was more prudent to ask questions of staff in public forum, or if those questions could be addressed with staff prior to the meeting. Mayor Klausing thanked Councilmember Schroeder for his recommendations on Work Session format.
