City Council Regular Meeting - 08/09/04 <br />Minutes -Page 31 <br />Councilmember Schroeder sought consensus on his <br />recommendations; and concurred with Mayor Klausing's <br />comments related to Consent Agenda items needing clarification <br />being addressed with staff prior to the meetings. <br />Councilmember Maschka questioned whether the Public <br />Comment and Minute Approval portions of the meeting be <br />removed from Work Session agendas, while still allowing for <br />public comment related to specific items being discussed, and <br />whether this would allow more defined concentration on specific <br />items. <br />Councilmember Schroeder noted that, if items were limited (i.e., <br />Land Use, Budget), to only a few discussion items, more could <br />be accomplished toward resolution of that item prior to action at <br />a future business meeting. <br />Mayor Klausing noted that he and City Manager Beets would <br />discuss items to be included in the next Work Session agenda, <br />and remove some things in an effort to tighten discussion items. <br />Councilmember Schroeder opined that Public Comment should <br />remain on each agenda. <br />Councilmember Kough concurred, noting that the public <br />shouldn't have to differentiate what type of meeting was being <br />held to determine if their comments would be heard. <br />Councilmember Ihlan opined that focusing on items for a Work <br />Session Agenda that don't require a vote would seem <br />advantageous and allow Councilmembers to focus; but Minute <br />Approval and Public Comment could remain. <br />Councilmember Schroeder opined his support of continuing to <br />hear from the public at each meeting, but to remove any items <br />requiring a vote in an effort to hear the information required for <br />future votes to make the meetings run more efficiently. <br />Councilmember Schroeder further noted that the Council was not <br />operating under current "Council Rules," having planned to <br />discuss that at a future Work Session. <br />
