<br />City Council Study Session - 08/16/04 <br />Minutes - Page 23 <br /> <br />walking. <br /> <br />A brief discussion ensued regarding proposed South Owasso <br />reconstruction and staff's intent to propose incorporation of a <br />pathway. <br /> <br />Frank Rog, 1589 Roselawn Avenue W, former Parks and <br />Recreation Director <br />Mr. Rog recognized the tough decisions that went into City <br />Manager Beets' reCOlTIlTIendations, but questioned the <br />appropriateness of the priority level proposed by City Manager <br />Beets in his Council Action Recomn1endation # 1 entitled, <br />"CouncillTIotion setting the following general priorities for City <br />spending, beginning with higher priorities and ending with lower <br />priorities;" and opined that the accuracy of the recomlTIended <br />plaCelTIent of "Leisure and Recreation Services," as fifth out of <br />six categories. <br /> <br />Mr. Rog opined that "Leisure and Recreation Services," <br />represented a quality of life issue, and the City's taxpayers were <br />willing to pay for these services. Mr. Rog noted the volunteer <br />and financial resources provided to the City Park and Recreation <br />Department by various foundations, service clubs, Central Park <br />Auxiliary, organizations and the friendships achieved through <br />these leisure activities. Mr. Rog further noted that the P & R <br />Department realized close to 60% of their budget through <br />participation fees. Mr. Rog spoke in opposition to any cuts in the <br />Parks and Recreation Department; sale of any existing park land; <br />opined that there were currently 85 homes for sale in Roseville; <br />and further opined that any combination of maintenance between <br />the Public Works and Parks & Recreation Departments will only <br />serve to short the Parks & Recreation Department. Mr. Rog <br />concluded his comments by opining his opposition to additional <br />feasibility reports, purchase of a skid steer, or community <br />surveys; then wished the Council "good luck." <br /> <br />Mayor Klausing polled the audience on the approximate nun1ber <br />of speakers; and requested that if they shared an opinion already <br />expressed by a speaker, they so indicate, and keep comments to a <br />minimum amount of time, given the number of public comments <br />anticipated. <br />
