<br />City Council Study Session - 08/16/04 <br />Minutes - Page 4 <br /> <br />relates to the Public Works and Parks & Recreation <br />Departments, and after hearing that report, public comment <br />would be appropriate at that time related to budget <br />recommendations. <br /> <br />There was no further public comment at this time. <br /> <br />3. <br /> <br />Consider Consent Items <br />At the request of Mayor Klausing, City Manager Beets briefly <br />reviewed the one item being considered under the Consent <br />Agenda. <br /> <br />3.a <br /> <br />Approve a Collective Bargaining Agreement with the <br />Teamsters <br />City Manager Neal Beets reviewed negotiations to-date for <br />the City's Police Sergeant's (seven elnployees) collective <br />bargaining unit, the only remaining unsettled group for <br />2004. City Manager Beets further reviewed compromises <br />on both sides realized through arbitration, health insurance <br />benefits, and cost of living adjustments (COLA). City <br />Manager Beets recommended a 2.5% wage increase, <br />retroactive to January 1, 2004. <br /> <br />Councilmember Kough sought clarification of COLA <br />standards nation-wide. <br /> <br />City Manager Beets responded that management staff used <br />n10re regional statistics, rather than nation-wide. <br /> <br />Councilmelnber Kough opined his support of en1ployee <br />parity; but in lieu of current budget constraints, questioned <br />the justification of an annual uniform allowance without <br />some type of receipt for purchase or accountability <br />program. <br /> <br />City Manager Beets noted that such a program was not <br />usually acceptable to union employees, and at this time, <br />that type of provision was not included in current <br />negotiating directives.
