I am of the belief that the people of Rosevil~e would rather see a tax increase then
see the following actions taken however the' only way to fine out is propose the
following cuts to get the budget balanced:

I. The Oval:

When the Oval was constructed there were numerous promises made regarding
financial support for the Oval a number of these commitments have not been met.

I therefore I am proposing that we close the Oval starting October 1st and that we
don't operate it for the 2004 - 2005 Season.

I am also suggesting that we explore the possibility of giving the Oval to the
Minnesota Sports Commission. This is a regional facility and should be treated as
such.

II. Harriet Alexander Nature Center

I am proposing that we close the Harriet Alexander Nature Center. As part of the
closing ask the Park and Recreation Commission explore alternative uses for this
facility .

III.

I am proposing we sell the land the Roseville owns near Lady Slipper Park and
W oodhill Park.

IV.

With the exception of the Central Park Pathways that we stop plowing the pathways
in the winter.

V. I will also support the elimination of five full time positions.

I believe the last levy increase was 2001 in the last two year we had one year where
we reduced the levy and one year where we were at zero increase. These actions
combined with a $750,000 cut in the homestead credit have lead us to the current
situation. Government is not immune from inflation, zero increase budget over a
period of time are the same as cuts. You have increasing costs without increasing
revenues. If the citizens of Roseville do not like this approach I need to hear from
you. I believe we need to bite the bullet and deal with this structural shortfall via a
levy increase, if the citizens of Roseville don't care about their parks and the
amenities this city provides, then I am prepared to make the proposed cuts.

You can contact me via e-mail, by calling city hall or calling me personally.

You can get all e-mail addresses phone number and City Council addresses by
calling city hall at 651 792 7000.
