<br />City Council Regular Meeting - 08/23/04 <br />Minutes - Page 19 <br /> <br />"sell" its quality of life to those young families. <br /> <br />Jeanne Kelsey, HRA, spoke to the proximity of the <br />City of Roseville to the University of Minnesota, <br />creating a place for "temporary housing." <br /> <br />Mr. Welsch concurred with Ms. Kelsey's <br />observations, noting that was a positive, as well as a <br />challenge for the community. Mr. Welsch noted the <br />results of studies on multi-family housing, with <br />increases in tenant complaints about living conditions <br />and code enforcement issues; perception that single- <br />family units are becoming rental units, whether <br />supported in reality or not; and the City's current lack <br />of authority to inspect rental units for code violations. <br />Mr. Welsch provided additional pictures to support <br />those observations. <br /> <br />iv.
