Jeanne Kelsey, HRA, spoke to the proximity of the City of Roseville to the University of Minnesota, creating a place for "temporary housing." Mr. Welsch concurred with Ms. Kelsey's observations, noting that was a positive, as well as a challenge for the community. Mr. Welsch noted the results of studies on multi-family housing, with increases in tenant complaints about living conditions and code enforcement issues; perception that single- family units are becoming rental units, whether supported in reality or not; and the City's current lack of authority to inspect rental units for code violations. Mr. Welsch provided additional pictures to support those observations. iv.
